Version 1.7.18 of Mandos is released

Mandos 1.7.18 is released.  This is a bug fix release.  Contrary to what
we said in the previous release, there never was a memory leak in the
"plugin-runner" program, and the attempted fix instead introduced a
double free() call.  This release fixes it.

There were no Debian package changes from 1.7.17.
