I don't think there's a big chance of it getting into Ubuntu 10.04,
since 10.10 is released.  I believe there is some hope of getting it
into 11.04 if we can get a freeze exception by pointing to a bug filed
in Launchpad.  (I assume a filed bug report is also a prerequisite to
getting an update into any older versions.)  Would you be willing to
file this bug in Launchpad?

That .dsc file link is for Debian Developers who would sponsor the
package into Debian, not for users who want to download it.

Debian packages are Debian packages, wherever they come from.

If you want to install the latest release without waiting, I would
suggest the following procedure (slightly modified from
http://wiki.fukt.bsnet.se/wiki/Mandos#Instructions_for_Compiling_and_Installing_From_Source
to use the release branch):

bzr get ftp://anonymous@ftp.fukt.bsnet.se/pub/mandos/release mandos
cd mandos
bzr builddeb --builder='debuild -i -us -uc -b'

The .deb files should now be built and can be found in the parent
directory.

You will need the "bzr-builddeb" package.  This procedure will work
for both Ubuntu and Debian.
