Version 1.8.13 of Mandos is released

Mandos 1.8.13 is released.  It is a minor release, fixing an unreliable
test in the self-tests of password-agent(8mandos).  It also updates the
link in the manuals to the systemd "Password Agent" specification, which
has changed.

Version 1.8.13 (2020-11-30)
* Client
** Fix unreliable test in password-agent(8mandos).

Debian package changes:

* Fix "password-agent autopkgtest does not seem to be reliable"
  by making the test more reliable (Closes: #975457)
* debian/mandos-client.templates: Rename "_description" header to
  "_Description".
* debian/control (Standards-Version): Change to "4.5.1".
