Version 1.8.6 of Mandos is released

Mandos 1.8.6 is released.  It is a minor bug fix release.

Fixes in this release:

* Server: Make Debian package succeed to start daemon properly on very
  first installation of package on a fresh system.  This should make the
  Debian CI autopkgtest tests pass.
* Client: In the password-agent used when using dracut(8), fix memory
  alignment issue on some architectures.
* Client: In the password-agent used when using dracut(8), ignore
  deleted and moved question files.
* Compilation: Implement change from Helmut Grohne <helmut at subdivi.de>
  to make "pkg-config" overrideable by PKG_CONFIG (needed for
  cross-compilation).

Again, thanks to Helmut Grohne <helmut at subdivi.de> for the report and
patch for pkg-agent customization.

Version 1.8.6 (2019-08-03)
* Client:
** dracut support: In password-agent, properly ignore deleted and
   renamed question files, and also fix memory alignment issue.

Debian package changes:

* debian/mandos.postinst (configure): After creating (or renaming) user
  & group, reload D-Bus daemon (if present).
