Version 1.6.4 of Mandos is released

Version 1.6.4 of Mandos is released.  This is a very minor release,
meant to facilitate inclusion into Debian by fixing a minor issue with
the self-tests of mandos and mandos-ctl.  Also, this release is the
first to be signed with the Mandos Maintainer GPG key:
